Why Your Facility’s Lighting Control Upgrade Keeps Getting Delayed (And What Actually Works)

I took over facilities purchasing for a mid-sized manufacturing operation in early 2023. Within a month, I inherited a lighting control retrofit project that had been kicked down the road for fourteen months. Two different contractors had come in, looked at the specs, and walked away. One bid was 40% over budget. The other “couldn’t guarantee compatibility” with the existing panel gear.

The director of ops wanted to know why I couldn't just order a few Eaton lighting contactors and call it done.

I wish it were that simple. Here’s what I found.

The Surface Problem: “The Parts Don’t Match the Spec”

Everyone assumes the problem is hardware. That the wrong Eaton power supply was quoted, or the surge protection device specified doesn’t fit the enclosure. Sometimes that’s true. More often, the issue is buried in how the spec was written in the first place.

The original spec for our project was a cut-and-paste from a 2019 design for a different building. It called out brand-agnostic language but listed control sequences that required a specific line of Eaton PSG480F24RM power supplies. The contractor who quoted it didn’t catch the discrepancy. The second one did and refused to bid because he couldn't get the exact SKU at the price he assumed.

“The second contractor told me, ‘I’m not going to tie my license to a spec that’s internally inconsistent.’ He had a point.”

So the parts were wrong. But not because the spec was old. Because nobody had read the spec with fresh eyes since it was drafted.

The Deeper Reason: Scope Gaps No One Admits To

I’m not an electrical engineer. I can’t tell you if the Eaton 15 amp light switch we installed last quarter is the right one for a high-bay fixture retrofit. What I can tell you is that the boundary between what the electrical contractor owns and what the controls integrator is supposed to deliver is where projects go to die.

In our case, the contractor thought they were just swapping fixtures and wiring them back to the panel. The controls spec assumed someone was also installing Eaton CH series contactors and setting up the low-voltage control wiring. Nobody wrote down who would terminate the CAT5 cable running from the occupancy sensor to the contactor. Both sides assumed it was the other guy’s job.

We lost 8 weeks on that one ambiguity.

The conventional wisdom is to get multiple quotes. My experience with 60+ vendor interactions over two years suggests that relationship consistency often beats marginal cost savings. The contractor who knows your building’s quirks will catch scope gaps before they become delay letters.

I should add that I’d ignored that advice once before.

What That Delay Cost (Not Just in Dollars)

Hard numbers first: the fourteen-month delay cost us about $18,000 in carryover maintenance on the old T8 fixtures. That’s battery backup replacements, ballast failures, two emergency lighting inspections that got flagged. Also, the utility rebate we’d penciled in from 2023 expired. We missed the window by 6 weeks.

Soft costs hurt more. The facilities manager told me he lost credibility with the COO because the “lighting upgrade” kept not happening. I’d had to explain at three separate leadership reviews why the line item was still open. It’s a bad look when your project has a longer lifecycle than some of the company’s product releases.

I only believed in pre-bid walkthroughs after ignoring them once. The contractor who walked the site found a panel schedule that was 3 revisions out of date. If we’d let him bid off the spec alone, he’d have quoted 20 amp contactors where we needed 30s. That would have been an ECO, a two-week lead time, and a change order.

How We Pushed Through (Without Starting Over)

The fix wasn’t a better spec or a different brand. It was a 90-minute meeting with the electrical contractor and the controls integrator—in the same room, with the panel schedule on the table. We walked through every device: which Eaton surge protective device goes where, who is wiring the bulb smart sensors, who provides the chandelier winch if the spec calls for one (we don't have chandeliers, but the point stands).

Three things came out of that meeting:

  • A revised schedule of responsibility—one page, not 14 pages of legalese
  • Confirmation that the Eaton PSG480F24RM power supply was in stock at the distributor, not on a 12-week backorder
  • A shared email thread that included the project manager, not just the sales rep

I can’t claim the install went perfectly. It didn’t. The contractor’s apprentice terminated some low-voltage wiring wrong, and we had to swap out two contactors that got nicked during installation.

But the project moved. It got done. The lights work. And when I showed the COO the final invoice—17% under the original budget, including the change order—he said, “Finally.”

That’s the win. Not perfect. Just done.
